Bhutan is one of the easiest international trips for an Indian passport holder to plan on paper — no visa is required — but there's a permit system underneath that trips people up if they don't know it exists.

Do you need a visa? No. Indian nationals can enter Bhutan with either a valid passport (with at least 6 months validity) or a voter ID card, and don't need to apply for a visa in advance the way most other nationalities do.

So what's the permit about? Every foreign traveller to Bhutan, Indians included, needs an entry permit, and travel beyond Thimphu and Paro into other regions requires an additional route permit. These aren't complicated to get, but they do need to be arranged — either at the border/airport on arrival, or in advance through a licensed Bhutanese tour operator, which is the more reliable route if your itinerary includes anywhere outside the two main cities.

There's also the Sustainable Development Fee (SDF), a daily fee Bhutan charges international visitors (Indian nationals pay a lower rate than other nationalities) that goes toward the country's conservation and infrastructure. This is separate from your trip cost and is usually built into a package price rather than paid separately by the traveller.

What you actually need before you go: a passport valid 6+ months (or voter ID), passport-size photos, and — if your trip goes beyond Thimphu/Paro — permits arranged through a licensed operator in advance. Flights into Paro are operated by a small number of carriers and can book up early around festival season, so if you're planning around a specific date (Diwali, for instance), it's worth locking in flights before anything else.
